Migration of human resources is one of the important factors affecting the development of countries. In addition to the factors affecting migration, determining the relationships between these factors is also an important question. The purpose of this research is to identify the causes affecting the migration of human resources and determine how they interact. The present research is applied in terms of purpose and combined (quantitative-qualitative) in terms of research type. First, effective factors were extracted by reviewing the literature, content analysis, and analysis of related research themes. In the next step, using interpretive structural modeling (ISM) technique and based on the opinions of academic and executive experts, the relationships between different factors were determined and analyzed. The data collection tool is the researcher-made matrix table and the analysis unit are the theme extracted from the literature. Based on the research results, 80 influential factors were identified, which were divided into 18 main categories. Finally, the analysis of the relationships of the variables led to the extraction of a six-level model. Environmental and climatic conditions, level of economic development, globalization and cosmopolitan values, cultural development, quality of governance, level of welfare and living facilities are in the fifth and sixth levels, which are considered as the most important factors. Also, after MICMAC analysis, the variables were divided into three groups of independent or key variables, communication and dependent, and no variable was included in the group of autonomous variables, which indicates the coherence and interaction that creates the concept of migration.
