This research is based on the purpose and basis of the applied-development result, since, by identifying the cultural immunity indexes, the correct implementation of the plans for the development of the administrative system will be addressed. Research method is a survey method. First, by analyzing the content of the interviews, the cultural immunity components are identified in the evolution of the administrative system and then approved by the instrument of the cultural immunity index. The statistical population in the qualitative study was 10 senior and middle managers of the organization. In the quantitative debate, the statistical society consisted of 220 experts and specialists working in the field of programs for the development of the administrative system, with 136 people to the Morgan table Sampling forms have been selected. Content validity was used for validity of the tool and Cronbach's alpha coefficient was used to determine the reliability. In order to analyze the information, structural equations were used that 71 cultural impacts were determined in the implementation of the programs. As a result, all indicators had a positive and significant effect on the implementation of the programs, and the index of meritocracy as the first and most important indicator in Implementing programs for the evolution of the administrative system.
